Retail is the transferable one.
This is the same Windows Home edition as our OEM phone key, with one practical difference: a retail licence can be moved to a different computer. If this PC is a stopgap, or you rebuild machines regularly, the small extra cost saves buying a second licence later.

Activating it.
Enter the key in Settings. Windows tries to activate online, fails with an error such as 0xC004C008, and then offers to activate by phone. Copy the Installation ID it shows, paste it into our Get CID page with the activation code from your email, and enter the Confirmation ID it returns. No call, about two minutes.
